Play it safe, do not go around downed crossing arm gates.  You should report any suspected crossing malfunctions to the railroad.  Most crossings have a phone number and crossing identification number on the crossing gate post. 

You may also contact your local police agency who in turn will notify the railroad dispatch center.  It is helpful to provide the crossing identification number to the police dispatcher.
